Gouverneur Healthcare Services 227 Madison Street In 1885, when it set up the first tuberculosis clinic by an American public hospital, Gouverneur Healthcare Services made history. A century later, it was still making history: It established the first psychiatric mobile crisis unit for mentally ill, homeless individuals. The Diagnostic and Treatment Center of Gouverneur Healthcare Services is the largest in New York State. Gouveneur also operates a 210-bed nursing facility that has received consistently high rankings by the New York State Department of Health and the Joint Commission for the Accreditation of Healthcare Organizations (JCAHO).
